How to read these numbers
Reporting is voluntary, and that shapes every figure on this page.Agencies choose whether to participate in the FBI's hate crime data collection, and participation differs sharply across states and years. A higher count often reflects an agency that takes identification and reporting seriously — not necessarily more hate crime. That is why states are listed alphabetically here, never ranked.
A hate crime incident is a crime the investigating agency determined was motivated in whole or part by bias against the victim's perceived race, ethnicity, ancestry, religion, sexual orientation, gender, gender identity, or disability. Incidents with multiple bias motivations are counted once, in the "multiple biases" category (FBI convention), so categories sum to the total.
An agency reporting zero incidents in 2024 may have affirmatively reported none, or may not have participated — where the data distinguishes the two, this site does. No per-capita rates and no county figures are shown: at those grains, differences in reporting practice overwhelm differences in what actually happened.
