Layoff notices, before the layoffs happen
Employers must give advance notice of mass layoffs and plant closings under the WARN Act. Those notices — employer, location, workers affected, and when the jobs end — are the earliest public signal of employment change there is, filed weeks before anything shows up in the unemployment data.

Which state?
One state at a time, by design. Each state’s WARN law sets its own threshold for which layoffs must be reported, so putting two states side by side would compare their statutes rather than their economies.
