What is Fair Market Rent (FMR)?+
Fair Market Rent is HUD's annual estimate of the rent (including most utilities) for a modest rental unit in an area — set at roughly the 40th percentile of local rents. It is the basis for Housing Choice Voucher (Section 8) payment standards and other HUD programs. It is a benchmark, not the average rent people actually pay.

This dataset covers fiscal years 2023–2026 for all 50 states and DC, 3,151 counties, and 394 metropolitan areas, by bedroom size (studio through 4-bedroom).
