National Incident-Based Reporting System(NIBRS)
The incident-level system that records every offence in an incident, plus victim, offender and context.
NIBRS records each criminal incident individually, capturing all offences involved rather than only the most serious, along with details of victims, offenders, arrestees, relationships, weapons and property. It covers a far wider offence list than the summary system it replaced.
The added detail is what makes NIBRS analytically valuable and what makes it discontinuous with the older series. Removing the hierarchy rule alone raises counts for multi-offence incidents, so a NIBRS figure and an SRS figure for the same place are not two points on one line.
