Uniform Crime Reporting is the umbrella programme through which the FBI gathers crime data from state, county and municipal law enforcement agencies. It covers the legacy summary system, the incident-based system that replaced it, and the separate arrest, arson and hate-crime collections.
Participation is voluntary. Agencies choose whether to report, and what they submit is what the national figures contain — there is no mechanism compelling a department to file. Every UCR statistic is therefore a statement about reporting agencies, not about the country.
