Housing Choice Voucher(HCV)
The main federal rental assistance programme, formerly known as Section 8.
Housing Choice Vouchers let eligible low-income households rent in the private market, with a local public housing authority paying the landlord the difference between the household's contribution — generally around 30% of adjusted income — and the payment standard, subject to the unit passing inspection and the rent being reasonable.
The programme is not an entitlement: funding covers a fraction of eligible households, and waiting lists in many areas run for years or are closed to new applicants. FMR levels therefore determine what assisted households can reach, but not how many are assisted.
