Fair Market Rent(FMR)
HUD's annual estimate of a modest local rent, set for each area and bedroom count.
A Fair Market Rent is HUD's estimate of what a modest, non-luxury rental unit in decent condition costs in a given area, published annually for each FMR area and each bedroom size from efficiency through four bedrooms. It is the parameter most Housing Choice Voucher subsidies are built on.
An FMR is a gross rent: it covers contract rent plus the cost of tenant-paid utilities other than telephone, cable and internet. Comparing an FMR to an advertised contract rent is therefore not like for like — the advertised figure usually excludes utilities the FMR includes, which makes FMRs look higher than the market until the utility allowance is added back.
