Gross rent
Contract rent plus tenant-paid utilities — the basis on which FMRs are expressed.
Gross rent is the rent paid to the landlord plus the cost of utilities the tenant pays separately, excluding telephone, cable and internet. Where a landlord includes heat in the rent, gross and contract rent coincide; where the tenant pays their own, gross rent is higher.
FMRs, LIHTC maximum rents and most HUD programme parameters are gross-rent figures. Failing to convert to gross rent is the most common arithmetic error in affordable-housing rent underwriting, and it always errs the same way — toward assuming a unit can charge more than it can.
