Rents paid by households that moved recently — the population FMRs are estimated from.

Recent-mover rents are those paid by households that moved into their unit within roughly the previous two years. HUD estimates FMRs from this population rather than from all renters.

This is a deliberate choice: sitting tenants often pay below-market rents accumulated through lease renewals, so an all-renter figure would understate what a household searching today must pay. It also means FMRs respond to market turns faster than broad rent indices, and can rise noticeably in an area where the standing rent roll has barely moved.
