The geography an FMR is set for — a metropolitan area or a non-metropolitan county.
HUD publishes FMRs for defined areas: metropolitan FMR areas, which usually follow a metropolitan statistical area and can span several counties, and non-metropolitan counties, which stand alone.
Because a metropolitan FMR area covers its whole metro at one rent level, a single figure can span both the expensive core and much cheaper outlying counties. That averaging is the specific problem Small Area FMRs were introduced to address.
