Small Area Fair Market Rent(SAFMR)
FMRs set by ZIP code rather than by whole metro, to track neighbourhood rent differences.
Small Area FMRs are calculated for individual ZIP code tabulation areas instead of for an entire metropolitan area. HUD requires them in selected metros and permits them elsewhere.
The intent is to stop a single metro-wide rent from pushing voucher holders into the cheapest neighbourhoods: a SAFMR is higher in expensive ZIPs and lower in inexpensive ones. Where SAFMRs apply, the metro-wide FMR is not the operative figure for a given address, and using it will misstate the ceiling in both directions depending on the neighbourhood.
